  • The internal disabilities:
   Morocco suffers from a problem of overbooking at the level of a big number of hotels, in most cases in the big tourist cities as for Agadir and Marrakech. This problem slows down the investment in tourism. The land is an other most prickly problem which encounters the tourist investors. these still find difficulties in purchasing fields for the realisation of their plans. 
  • The problem of financing and taxation:
   The financing is irrefutably one of the obstacles which hinder the development of investments, especially with the loss of the advantages of the code of the invetments.
   The tourist area is a priority area in Morocco economy, however it is the area most taxed in direct and indirect taxes. This fiscal pressure undermines the competitiveness of the Moroccan tourist product. The fiscal pressure which knows Moroccan tourist industry is reflected on the price of the Moroccan tourist product and as a result of non-competitiveness at the level of broad casting countries of tourists.
  • Other disabilities:
   "Tourism is first an industry of hand of work because it is the skills of the men and therefor the quality of service that the tourist produces is above all born" explained Mr K.Tijani, manager of DPCP in the minister of tourism.
   Another problem is that linked to the transport as the area suffers from the lack of equipments and facilities and also the insufficiency in seats of Royal Air Morocco (RAM) which has only a fleet of 30 apparatuses that do not give enough seats to answer the requiqts of the visitors.
  • The problem of terrorism:
   After a very promising 2000, Moroccan tourism suffered from the impact of the september 11, 2001, terrorists attacks and ensuing regional instability, which a 3,3% decline in the number of arrivals in 2001. In addition, the state experienced its own terrorist attacks in Casablanca on May 16, 2003. For the first half of 2004, results were positive despite the impact of continuing instability in Iraq and Madrid bombings of March 11, 2004, in which Moroccan terrorists wereinvolved and which created a negative image of the country. Moreover, a key problem facing the Moroccan tourism industry is promotion which has not received the attention many feel it deserves when compared to some competitors in the Mediterranean region. the stae budget for promotion is small. There is also a risk that due to budget shortfalls, the gouvernment was not able to meet its vision 2010 target to increase the promotion budget
